Least-privilege access, conflict management, neutral communication, decisions, and appeals.

Reviewers hold temporary, purpose-limited access. Assignment does not create ownership of a record or indefinite permission to view it.

Least privilege

Access only the information required for the assigned decision. Do not copy applicant narratives into personal notes, email, or unapproved systems.

Conflict and recusal

Disclose relationships, prior disputes, financial interests, or other circumstances that could impair neutrality. Recusal must end record access immediately.

Neutral communication

Use respectful, factual language. Distinguish evidence, applicant statements, inference, and unresolved questions. Avoid moral judgments or unnecessary intimate detail.

Decision records and appeals

Record the policy basis, evidence considered, unresolved limitations, and authorized outcome. After assignment completion or appeal escalation, former reviewers must receive access denied.

Security

Use MFA, protect sessions, report suspicious access, and never share credentials. Sensitive exports require a documented operational purpose.
